The Senior Manager Marketing, Brand & Public Engagement owns SITC’s entire marketing and communications function end to end: brand strategy, integrated 360 campaigns, digital and performance marketing, content systems, creator and influencer partnerships, PR, events and institutional public engagement. The role supports SITC’s mandate as the Government of Sindh’s digital transformation arm by building public awareness, driving product adoption, and positioning SITC as a credible, modern institutional brand across government, technology and citizen-facing ecosystems.

This is a full-ownership leadership role for someone who has already run a marketing function this way, not managed a slice of it; calling for a leader who can take a brand from strategy to street, build and run large cross-functional teams, deliver against commercial and public-visibility targets simultaneously, and move comfortably between performance dashboards, creative direction, press rooms and government stakeholder rooms.

Key Responsibilities

  • Own SITC’s integrated marketing and communications strategy end to end; GTM planning, brand, full-funnel digital growth, content, PR and events; in alignment with organizational priorities, the product roadmap and leadership direction.
  • Lead brand positioning, identity, tone of voice, visual system and messaging consistency across all of SITC’s platforms, publications, campaigns and public touchpoints, including any brand refresh or repositioning work required to modernize SITC’s public identity.
  • Build and lead a cross-functional team spanning creative, content, paid media, PR, events and partnerships, directly managing the Marketing & Communications team (Social Media Manager, Content Creator and others) as well as external agencies, freelancers and vendors.
  • Lead integrated 360 launches for SITC products, services and citizen-facing initiatives, spanning digital, content, creator seeding, UGC, OOH and on-ground activations.
  • Build and manage performance marketing funnels across Meta, Google and other approved platforms, with clear reporting tied to reach, engagement, follower growth, lead generation and campaign outcomes.
  • Use content and platform analytics; watch time, retention, saves, shares, comment velocity and engagement data; to continuously refine content strategy and formats, and to report outcomes to senior leadership.
  • Build and manage creator, influencer and UGC programs end to end; sourcing, briefing, contracting, content review and performance tracking across macro, micro and nano tiers, including management of high-profile talent campaigns where relevant.
  • Identify, negotiate and manage brand partnerships, sponsorships and collaborations that extend SITC’s institutional visibility and public reach.
  • Manage official communications, press releases, media coordination, public announcements and executive messaging in close consultation with the CEO Office.
  • Plan and oversee end-to-end event production and OOH media planning for SITC’s official events, launches and institutional engagements, covering concept, vendor management, on-ground logistics and post-event reporting.
  • Support stakeholder engagement, partner communications and institutional visibility across government, technology and development ecosystems, coordinating with Product, Citizen Support, Technical, HR and Legal to translate organizational work into clear public communication.
  • Establish scalable content systems, creative templates and brand guidelines that enable consistent, high-quality output across all channels and formats.
  • Own marketing budgets, vendor and agency management, reporting cadences and approval workflows, ensuring all activity follows organizational governance and brand standards.
  • Perform any other related tasks assigned by the supervisor or management.

Required Skills & Competencies

  • 7+ years of progressive experience owning a full marketing function; brand, digital, content, PR and events; across corporate, startup and agency environments, with a track record of taking work from strategy through to execution and reporting.
  • Demonstrated experience leading and scaling large, cross-functional teams (creative, content, paid media, events, partnerships), including direct people management at scale.
  • Proven ability to lead a brand overhaul or repositioning from the ground up; identity, tone of voice, visual system and positioning; within a compressed timeline.
  • Hands-on command of performance marketing platforms (Meta, Google Ads) with a track record of delivering commercial or growth targets on lean budgets.
  • Experience closing and managing brand partnerships and sponsorships with national or well-known organizations.
  • Strong PR and media relations experience, including press outreach, media coverage and executive-level communications support.
  • Experience building creator, influencer and UGC programs end to end, including management of high-profile or celebrity talent campaigns.
  • Strong event production and OOH campaign management experience, including vendor coordination, on-ground logistics and post-event reporting.
  • An entrepreneurial, ownership-driven working style; prior experience founding, building or scaling something from scratch is highly valued.
  • Excellent written and verbal communication skills in English and Urdu; Sindhi will be considered an advantage.
  • Ability to translate complex technology, government or citizen-service information into clear, credible public messaging.
  • Strong stakeholder management, judgement and discretion in handling high-visibility institutional communications.

Qualification & Experience

Education: Bachelor’s or Master’s degree in Marketing, Communications, Business Administration, Media, Journalism, Literature, Linguistics or a related field from an HEC-recognized institution. Candidates with a non-traditional academic background but a demonstrably strong professional portfolio and track record will be given equal consideration.

Experience: Minimum 7+ years of progressive experience owning the marketing function across brand, digital, content, PR and events, spanning agency, startup, corporate and/or entrepreneurial environments; with demonstrated end-to-end ownership (not delivery of a single channel), direct leadership of cross-functional or agency teams, measurable outcomes from both brand-building and performance-driven work, and experience across integrated campaigns, PR, events and creator/influencer management. Prior exposure to institutional, public-sector, technology or government-facing environments is an advantage, but not a requirement.
